bet365's AI Compliance Deal Proves the Opposite of What You'd Expect
bet365 signed with an AI-powered compliance platform, but the actual story isn't 'AI now handles compliance.' Even the vendor selling the tool says humans keep final oversight, and bet365 is using it inside a hybrid model built on a substantial internal team, not as a replacement for one. Here's what that distinction actually means for Philippine operators as PAGCOR's own rules keep evolving.

What happened
bet365 has partnered with Solas Compliance, a London-headquartered AI-powered marketing compliance platform serving firms in highly regulated industries, as reported by SBC News. A bet365 spokesperson called Solas a "natural choice," citing the platform's expertise and reputation. Solas founder and CEO Neil Dillon, previously at Flutter, said the deal is "a real testament to the standard of compliance support we provide."
This isn't bet365's first external compliance tool. The operator has used GiG Comply, a separate self-serve compliance screening platform, since at least 2021, renewing the relationship annually. bet365 also runs a substantial internal marketing compliance function, one recognized industry-wide, its team was shortlisted for Compliance Team of the Year at the Global Regulatory Awards, supporting 17 marketing teams globally. Solas's own stated design reflects this same structure: the platform flags potential issues while content is still being developed, so problems surface before final approval, but explicitly leaves compliance teams retaining oversight and control. The tool does a first pass. A person still makes the final call.
Why it matters
That distinction is the actual finding here, not a footnote to it. Even the vendor selling the AI tool doesn't claim it replaces judgment, and bet365, an operator with genuinely substantial internal compliance resources, is using it as one layer inside a model built around retained human decision-making, not as a substitute for it. Read correctly, this deal is evidence that even at the top of the industry, with the most resources available to automate anything, compliance judgment remains something organizations choose to keep in human hands.
That matters because of where compliance actually fails in practice. Genuine compliance breakdowns rarely come from missing an obvious, rule-book violation, automated tools are reasonably good at catching those. They come from an edge case nobody flagged, a promotional mechanic that reads differently under one regulatory framework than another, a piece of language that's technically compliant but sits uncomfortably close to a line a regulator has been tightening. Catching that kind of risk requires someone who understands the specific regulatory context deeply enough to recognize a problem an automated check has no reason to flag, because the check wasn't built to look for that specific thing in the first place.
For Philippine-licensed operators specifically, this distinction carries real weight right now. PAGCOR's advertising and marketing compliance requirements are actively evolving, and every new circular, every new must-screen category, every new ASC coordination point, changes what "compliant" actually means in ways a static automated ruleset won't automatically capture until someone updates it. Treating an automated screening tool as the entire compliance function, rather than the first layer of one still anchored by real regulatory judgment, is where the actual risk concentrates. A platform that clears content faster doesn't reduce the underlying obligation to have someone who genuinely understands the current rules make the final decision.
What to watch
Whether any Philippine-licensed operator adopts a comparable AI compliance tool, and specifically how they structure human oversight around it. An operator that discloses retaining final human sign-off, matching bet365's own model, is following the pattern this deal actually demonstrates. One that presents automated clearance as sufficient on its own would be taking on meaningfully more risk than the structure of this bet365 deal itself would suggest is wise.
