BSP drafts rules to kill offshore QR workaround
What happened
The Bangko Sentral ng Pilipinas has circulated draft rules specifically targeting the use of QR Ph, the national QR payment standard, as a deposit channel for unlicensed offshore gambling and crypto platforms. The drafts have not yet been finalized. The move follows the BSP's 12-month moratorium on new payment operator licenses, announced separately. Together, the two actions form a coordinated squeeze: no new entrants get licensed, and the unlicensed pool loses one of its primary informal funding rails.
QR Ph became attractive to gray-market operators because it routes through domestic payment infrastructure without requiring the platform itself to hold a BSP license. Users scan a code, funds move through a licensed local intermediary, and the offshore operator receives value without direct BSP oversight of that operator. The draft rules appear aimed at placing liability or restriction on that intermediary layer.

- PH proposes 12-month freeze on new payment operatorsThe Philippines proposing a 12-month moratorium on new payment operator licenses, combined with tightening crypto rules, is the most consequential regulatory development for crypto payment infrastructure in this market right now. - BSP national ID mandate tightens KYC on VASPs and e-walletsBSP's draft rule requiring national ID integration across all licensed VASPs, e-wallets, and banks is not a distant compliance horizon. It directly affects the deposit and withdrawal flows that Philippine iGaming operators run through crypto payment processors, because any VASP in your cashier stack will need to upgrade its KYC infrastructure to meet the new standard or risk losing its BSP license. For operators, the risk is not just vendor compliance but the continuity of your deposit rails: a VASP that fails to integrate in time creates a cashier outage, not just a regulatory fine for someone else. Map every crypto payment partner against this requirement now and ask each one for their implementation timeline.Regulatory · Philippines
