PAGCOR fee floor to erase 60% of online operators

What happened

PAGCOR has introduced a minimum fee floor for Philippine online gaming operators. The threshold is set at a level that more than 60% of currently licensed operators cannot meet without absorbing losses that make continued operation unviable. Manila Bulletin confirms that distressed operators are already moving toward exit rather than compliance. This is not a phased adjustment with transition support. It is a hard floor that takes effect and forces a binary choice: absorb the cost or leave the market.
