PAGCOR structural split is days away
What happened
PAGCOR chair Alejandro Tengco has signaled that a decision on splitting the agency's regulatory and commercial functions is coming "very soon." The Governance Commission for Government-Owned or Controlled Corporations (GCG) is the body conducting the review. As of the GGRAsia report published September 15, 2026, no formal decision has been announced.
The proposal would decouple two roles PAGCOR currently holds simultaneously: operating casinos and other commercial gaming ventures, and regulating the entire Philippine gaming industry including private operators.

For operators, the practical implication is that the regulator will continue to find new enforcement rationales rather than stabilize into a predictable ruleset in the near term.…Regulatory · Philippines
- PAGCOR's 'Very Soon' Regulatory Split Has Been Coming Since 2023Tengco says a decision on separating PAGCOR's regulatory and commercial roles is coming very soon. The underlying conflict-of-interest argument is real regardless. Here's why the pattern matters as much as the statement.iGaming
- Tengco's framework evolution comment carries real weight nowSignal covered Tengco's individual statements on license closures and regulatory assertiveness earlier this week, but his explicit framing that regulatory evolution is inevitable is a public signal directed as much at legislators and international observers as at operators. Read alongside active license closures, the imminent PAGCOR commercial-regulatory split, and expanded AI-focused oversight, this is not a bland platitude: it is a regulator preparing its stakeholders for a sustained period of rule changes without a fixed endpoint.…Regulatory · Philippines
