BSP joins PAGCOR in junket crackdown
What happened
The Bangko Sentral ng Pilipinas (BSP) issued new guidance directing banks and all BSP-supervised financial institutions (BSFIs) to strengthen AML/CFT controls specifically for customers involved in casino junket operations. The guidance follows a thematic review the BSP conducted on how junket-related funds move through the Philippine banking system. This is not a blanket casino advisory. It targets junket clients as a distinct, higher-risk category requiring enhanced due diligence.
This moves in parallel with PAGCOR's own tightening on the licensing and capital-flow side. PAGCOR has previously identified VIP rooms and junket arrangements as AML weak points and has been restricting how operators can structure those programs. The BSP circular now applies pressure from the financial infrastructure side, meaning the banks that process the transfers, hold the accounts, and issue credit that junket economics depend on.

- BSP closes the loop on junket AML squeezeBSP directing banks to apply heightened scrutiny to junket-linked accounts completes a regulatory pincer that PAGCOR started: the regulator flagged VIP and junkets as AML weak points, tightened foreign capital flow controls, and now the banking layer is being told to apply the same pressure from the other side. Junket operators are now harder to bank, slower to settle, and more expensive to maintain as a channel. Any integrated resort still treating junket AML as a back-office checkbox needs to escalate it to the executive table this week, because the next step after guidance is enforcement.
- PAGCOR targets VIP and junkets in AML reviewPAGCOR directing operators to strengthen AML and CFT frameworks after a sector-wide risk assessment, with VIP gaming and junkets specifically flagged, is not a general compliance reminder. It is a targeted signal that the regulator found specific gaps in how high-roller and junket activity is being monitored, and the direction of travel is toward formal requirements, not voluntary improvement. This lands on top of the recent junket capital flow crackdowns and the ongoing VIP revenue contraction: operators who were already cutting junket exposure for commercial reasons now have a compliance mandate accelerating the same decision. Any integrated resort still running junket programs without a documented, audited AML framework specific to that channel should treat this directive as a 60-day clock.Regulatory
- New junket rules hit operators already bleeding VIP revenueAuthorities moving to tighten oversight of foreign VIP capital flows and junket facilitators lands at the worst possible moment: Okada Manila's Q2 GGR was already down nearly 15% year-on-year, and the VIP segment has not recovered to pre-normalization levels across Entertainment City. Stricter junket capital controls reduce the speed and discretion with which high-roller credit and commissions move, which directly compresses the economics that make junket partnerships viable. Operators who have been propping up VIP volume through junket arrangements need to model a scenario where those channels become compliance-heavy enough to be uneconomical, and shift acquisition focus toward mass-premium players who arrive without the regulatory baggage.Regulatory
