What happened

SCCG Management has published findings showing that a majority of Philippine Gaming Service Agreements (GSAs) are paying PAGCOR's minimum fee floor rather than revenue-derived fees. Under PAGCOR's licensing structure, GSA holders pay the higher of a minimum fee or a percentage of gross gaming revenue. When operators pay the minimum, it signals their actual revenue is too low to trigger the percentage-based calculation. Most licensees in the Philippine online gaming stack are in that position.

  1. PAGCOR's MGF Regime Is Live: Deferred Once, Then Pushed Through AnywayPAGCOR's Minimum Guaranteed Fee (MGF) for gaming system administrators went live July 1, after being deferred once already. GSAs now owe a fixed fee regardless of volume, breaking the variable revenue-share model most operator contracts are built on. Here's what to check before a repricing notice arrives.iGaming
  2. PhilWeb revenue doubles; cost structure is the real watchPhilWeb posting 96% revenue growth to PHP352.4 million in Q2 2026, swinging from a PHP16.3 million loss to PHP47 million net income, is the strongest B2B platform result in the Philippine online gaming sector this reporting season. The caveat is that operating expenses rose 60%, meaning the revenue recovery is outrunning cost discipline. In a market where PAGCOR's own numbers are still contracting and the addressable licensed operator base is thinning post-accreditation, PhilWeb's revenue trajectory depends on whether its GSA and platform clients survive the regulatory reset. The Q3 numbers, which will reflect the September 30 B2B accreditation deadline, are the real test.Market · Philippines
