What happened

PAGCOR reported total revenues of Php64.4 billion (approximately US$1.01 billion) for the first nine months of 2026, a 23.4% decline year-on-year. The regulator attributes the contraction primarily to weaker e-gaming results. This is the third consecutive quarter of e-gaming weakness, confirming the trend is not temporary.

Two structural shifts are driving the decline. First, the POGO shutdown removed a revenue floor that had supported headline numbers through prior periods. Second, Bangko Sentral ng Pilipinas deposit friction has made it harder for players to fund accounts with licensed online operators, compressing licensed market share from roughly 75% to around 50%.

  1. PAGCOR's e-gaming drag is now a crisis number41 billion, is not a soft patch: it is a structural contraction driven by e-gaming weakness that has now persisted long enough to define the year. The POGO shutdown removed a significant revenue floor, BSP deposit friction pushed licensed online market share from roughly 75% to around 50%, and the illegal market has absorbed the difference.…Market · Philippines
  2. PH channelization paradox: BSP rules cut licensed shareCDC Gaming's analysis quantifying the Philippine channelization drop from 75% to around 50% after the BSP ordered e-wallets to cut direct links to licensed gambling sites is the clearest measurement yet of regulatory self-harm. The mechanism is straightforward: friction added to licensed deposit pathways pushes price-sensitive players toward offshore alternatives that have no such restrictions.…Regulatory · Philippines
  3. PAGCOR's licensed-site app targets illegal operatorsPAGCOR launching a consumer app in December to identify licensed online gambling sites is a direct channelization play, addressing the same problem Signal briefed on October 10: BSP's e-wallet restrictions pushed the licensed market share from 75% to around 50% by adding friction on the deposit side. The app attacks the supply side instead, making it easier for players to verify legitimacy before they register.…Regulatory · Philippines
