Choosing an Agency

How to choose an iGaming marketing agency.

Around 70% of mainstream paid inventory is closed to licensed operators, PAGCOR now requires accreditation of marketing providers, and the market is consolidating. How to pick a partner, whether to hire one at all, and who is operating in this region.

The problem

Why generalist agencies fail here.

The usual framing is that they lack industry experience. That understates it. Their entire operating model assumes access to inventory you do not have.

01

The channel plan cannot be executed

Generalist planning starts from audience reach and works backward to budget. iGaming planning starts from what is lawfully available under your license in your market, and works forward from a much shorter list. The plan they know how to write cannot be run.

02

Affiliate is treated as a line item

Because paid inventory is constrained, partner channels carry a disproportionate share of acquisition here. Generalists treat affiliate as a minor allocation because in most industries it is one, which leaves the largest channel managed by the least experienced hands.

03

Compliance arrives after production

Bonus presentation, disclosures, responsible gaming requirements and affiliate conduct are license conditions, not review items. When creative is made first and checked second, the best-performing assets are the ones most likely to be pulled.

The constraint

Most of your channels are closed before you start.

Channel availability

The shorter list is the whole discipline.

A generalist arrives with a playbook built on open prospecting, search at scale, and broad programmatic display. Most of that is prohibited outright, restricted to specific jurisdictions under certification, or available only on terms that make the economics unworkable.

What follows is predictable. The agency either underspends because it cannot find compliant places to deploy budget, or it finds workarounds that expose you to platform enforcement and regulatory consequence.

Ask any agency you are evaluating which channels they would use and why those. A specialist names what is open under your license, explains what is closed, and ranks the remainder by expected player quality. You will know inside ten minutes.

Closed

Indicative, for a PAGCOR-licensed operator. PAGCOR ordered removal of gambling outdoor advertising in July 2025. A Philippine gambling advertising bill under discussion would build further on those restrictions.

The structure

Three structures. Different conditions.

Most operators decide this once and never revisit it as the business changes. Each is correct somewhere.

01

In-house

Maximum control and knowledge retention at the highest fixed cost. Wins at scale, and wherever proprietary understanding of your own player base is the competitive advantage, because that knowledge compounds internally rather than sitting with a partner who also serves competitors.

02

Agency

Faster to competence, variable cost, immediate access to tooling and networks. Wins when entering a market, launching a brand, or operating below the scale that justifies full-time specialists in every discipline. Also wins when the requirement is access rather than labor.

03

Hybrid

Internal core owns strategy, brand, compliance sign-off and player data. Partners own channel execution. Right for most operators at mid-scale, and the structure most sensitive to how clearly ownership gets drawn.

The in-house comparison operators run is usually wrong. Salaries alone understate it. A functioning acquisition team needs a gambling-vertical media buyer, an affiliate manager, a CRM specialist, a creative resource and an analyst, before tooling, recruitment, vacancy months, ramp and expected turnover. Compare agency fee against fully loaded team cost and the gap narrows considerably. Below a certain scale it inverts.

Ownership

Four things never leave your side of the table.

Most disputes trace back to scope that was never written down precisely. Write it by naming the decision, not the activity.

Stays with the operator

Player data and the systems holding it, because that asset compounds internally. Compliance sign-off, because the license is yours and the regulator will address you. Brand and product positioning, because agencies change and the brand should not. And the commercial decision on what a player is worth, because it sets every acquisition ceiling.

Player value

Delegable, with conditions

Acquisition is the cleanest to hand over entirely. Affiliate management transfers, but keep ownership of the relationships and contracts, because partners who exist only in an agency’s address book leave when the agency does. Retention transfers if data stays in systems you control. Creative transfers against a compliance checklist agreed before production, never reviewed after.

The first filter

Accreditation comes before capability.

This section would not have existed two years ago. It is now the first thing to check, before capability, before price, before anything else on your shortlist.

PAGCOR EGLD

The Regulatory Framework for the Accreditation of Gaming Affiliates and Support Service Providers obliges all licensed casinos, eGaming operators and accredited Gaming System Administrators to engage only accredited B2B providers. Marketing affiliates are named explicitly among the covered categories. Unaccredited providers can no longer lawfully operate in the Philippine regulated market.

The exposure sits with you, the licensee, not with the vendor. Accreditation runs through EGLD with an application, documentation and fee process, and it takes time, which means an agency that has not started is not a partner you can engage quickly.

01

Ask for status in writing

Held, applied for, or not started. An agency that cannot answer precisely in the first conversation has told you something useful.

02

Confirm the legal entity

Agencies frequently trade under a brand name distinct from the registered company. Accreditation attaches to the entity, not to the brand on the website.

03

Check the renewal date

Accreditation has a duration. A lapsed accreditation is functionally identical to none, and it is your exposure either way.

The process

Eight steps, in this order.

The order matters more than the content. Filtering on accreditation and jurisdiction first removes most of the field before you spend time assessing capability.

01

Filter on accreditation and jurisdiction

Deep European regulated-market experience is not automatically transferable to a PAGCOR environment, and the reverse is equally true.

02

State the outcome in operator metrics

Cost per first-time depositor, payback period, net gaming revenue against marketing cost. An agency that reframes your brief into activity metrics during the pitch will do the same in the monthly report.

03

Ask which channels they would use, and why those

The fastest competence test available. A specialist names what is available under your license, explains what is closed, and ranks the remainder by expected player quality. A generalist presents inventory you cannot lawfully buy.

04

Interrogate the affiliate approach

How they structure commissions to reward player quality over volume, how they detect partners driving registrations that never convert, and whether they own network relationships or broker them.

05

Meet the team who will do the work

Senior people win pitches. Ask who is on the account daily, meet them, and ask each to describe a decision they made elsewhere and why. Entirely detectable in advance.

06

Demand methodology with every result

A number without a baseline, timeframe and attribution method is decoration. Confidentiality is a legitimate reason to withhold client names. It is never a reason to withhold methodology.

07

Resolve the competitor question in writing

Specialists serve multiple operators. Negotiate exclusivity against a named competitor set in a defined market rather than a blanket restriction no agency will accept. Put it in the contract.

08

Run a paid pilot

Six to eight weeks, scoped, with a real decision at the end. Free pilots select for agencies with idle capacity. A paid pilot shows you how they work at a fraction of the cost of a twelve-month mistake.

Red flags

Five things that should end the conversation.

01

Guaranteed rankings or volumes

Nobody controls search results or platform approval decisions. Ask what happens if the guarantee is missed and listen for whether any actual remedy exists.

02

Results presented without methodology

Percentage improvements with no baseline, timeframe or attribution model. Ask for the denominator. The answer, or the discomfort, tells you what you need.

03

Vagueness about accreditation or entity

An agency that cannot immediately name its registered entity and its accreditation status is disorganized or evasive. In a licensed market neither is acceptable in a partner.

04

Decks built on activity metrics

Impressions, reach and registrations leading with net gaming revenue buried. Ask to see a redacted live report before signing. What they lead with is what they optimize toward.

05

No willingness to say no

An agency that agrees with every element of your brief, including the wrong parts, is selling rather than advising. Ask what they would change about your current approach.

Measurement

Four numbers, every month.

Selection determines who you work with. Measurement determines whether you find out in month three or month twelve. Specify the reporting structure yourself rather than accepting the one the agency designed.

Cost per FTD
By channel, never blended
Blended conceals subsidy
Held against benchmark

Payback period
How long the cash is out
Determines financeable growth
Cannot be inflated by retention

Value by source
Fixed measurement window
Equal CPA, different businesses
Tier migration is the variable

Retention by cohort
Cohort, not aggregate
Aggregates hide decline
Roughly two quarters of lag

Any agency claiming precise multi-touch attribution across all channels is describing something that does not exist here. Restricted platforms limit tracking, players research on one device and deposit on another, and affiliate and organic interact in ways no model separates cleanly. Expect honesty about the limits and a methodology that stays constant.

The list

Agencies operating in this region.

A note on this list. Digirockstars publishes this page and Digirockstars appears on this list. WOMO is our own affiliate and influencer network. We have not worked with any of the other agencies named here, we have no commercial or referral relationship with them, and we receive nothing if you contact them.

This is not a ranking and nothing here is a recommendation. These are agencies that rank for iGaming marketing queries in the markets we operate in, listed alphabetically, described by the capabilities they publish about themselves. We selected for relevance to operators targeting Southeast Asia and the Philippines, which is why agencies serving European regulated markets are not included.

Every description comes from public sources as of August 2026. Verify current capabilities, market coverage and regulatory standing directly with any agency before you engage them. That applies to us as much as to anyone else on this list.

Common questions

Choosing an agency, answered.

Do we need an iGaming specialist, or will a good generalist do?

A generalist can work where you need execution capacity on a single well-run channel, or where your internal team already carries the category expertise. Anywhere else the generalist learning curve is paid in wasted spend, thrown-away creative and occasionally in regulatory exposure. The specialist premium buys compressed time to competence, and you should be able to state roughly what that is worth before agreeing a rate.

Is it cheaper to build an in-house iGaming marketing team?

At scale, usually yes. Below it, usually no. A functioning team needs five to seven specialists before leadership, and the honest comparison adds tooling, affiliate platform licensing, recruitment, vacancy months, ramp time and expected turnover to the salary line.

Does our marketing agency need PAGCOR accreditation?

If you are a PAGCOR licensee, yes. The B2B accreditation framework requires licensees to engage only accredited providers and names marketing affiliates explicitly among covered categories. The compliance exposure sits with the licensee rather than the vendor.

What should an agency report on every month?

Cost per first-time depositor by channel, payback period, player value by acquisition source over a fixed window, and retention by cohort. Marketing cost against net gaming revenue is the governing relationship. Everything else is diagnostic.

How long before an agency should show results?

Expect diagnosis rather than performance in the first four to six weeks. Dramatic improvement in month one means the agency either inherited obvious errors or is reporting selectively, and it is worth establishing which. Genuine compounding starts in the second quarter and is visible in the third.

How do we handle an agency that also works with our competitors?

Directly, and in the contract. Multiple operator clients are where the expertise comes from, so a blanket restriction will be refused. Negotiate exclusivity against a named competitor set in a defined market instead, and ask who else they serve before you sign rather than after.
