Choosing an Agency

How to choose an iGaming marketing agency.

Most mainstream paid inventory is closed to licensed operators, and PAGCOR now requires accredited marketing providers. How to choose, and who operates in Southeast Asia.

The problem

Why generalist agencies struggle here.

Their model assumes access to inventory you do not have.

01

The channel plan cannot be executed

Generalists plan from audience reach. iGaming planning starts from what your license allows, a much shorter list.

02

Affiliate is treated as a line item

With paid inventory limited, partners carry much of acquisition. Generalists treat affiliate as minor, so the largest channel gets the least experience.

03

Compliance arrives after production

Bonus presentation, disclosures, responsible gaming and affiliate conduct are license conditions. Creative made first and checked second loses its best assets.

The constraint

Most of your channels are closed before you start.

Channel availability

The shorter list is the whole discipline.

Open prospecting, search at scale and broad programmatic display are mostly prohibited, restricted to certified jurisdictions, or uneconomic.

So an agency either underspends or finds workarounds that expose you to platform and regulatory action.

The test: ask which channels they would use and why. A specialist names what is open, explains what is closed, and ranks the rest by player quality.

The structure

Three structures. Different conditions.

Each is right somewhere. Revisit the choice as you grow.

01

In-house

Most control and knowledge retention, at the highest fixed cost. Wins at scale, or where knowing your own players is the edge.

02

Agency

Faster to competence, variable cost, tools and networks from day one. Wins at market entry, brand launch, below specialist scale, or when you need access, not labor.

03

Hybrid

Your core owns strategy, brand, compliance sign-off and player data; partners run channels. Right for most mid-scale operators, if ownership is drawn clearly.

Salaries understate in-house cost. A working team needs a gaming media buyer, affiliate manager, CRM specialist, creative and analyst, plus tooling, hiring, vacancies, ramp and turnover. Below some scale, agency is cheaper.
Ownership

Four things never leave your side of the table.

Write scope by naming the decision, not the activity.

Stays with the operator

Player data, which compounds internally. Compliance sign-off, because the license is yours. Positioning, because agencies change. And what a player is worth, which sets every acquisition ceiling.

Compliance sign-off

Player value

Delegable, with conditions

Acquisition hands over cleanly. Affiliate management does too, but keep the partner contracts, or partners leave with the agency. Retention, if data stays in your systems. Creative, against a checklist agreed before production.

The first filter

Accreditation comes before capability.

Check it first, before capability or price.

PAGCOR EGLD

PAGCOR's framework for accrediting gaming affiliates and support service providers requires licensees and accredited Gaming System Administrators to use only accredited B2B providers. Marketing affiliates are named. Unaccredited providers cannot lawfully operate in the PAGCOR-regulated market.

The exposure is yours as licensee. Accreditation through EGLD takes an application, documents, a fee and time, so an agency that has not started cannot be engaged quickly.

01

Ask for status in writing

Held, applied for or not started. A vague answer tells you something.

02

Confirm the legal entity

Accreditation attaches to the registered company, not the trading brand.

03

Check the renewal date

A lapsed accreditation equals none, and the exposure is yours.

The process

Eight steps, in this order.

Filter on accreditation and jurisdiction first. It removes most of the field.

01

Filter on accreditation and jurisdiction

European regulated experience does not transfer automatically to PAGCOR, nor the reverse.

02

State the outcome in operator metrics

Cost per first-time depositor, payback, NGR against marketing cost. An agency that reframes these into activity metrics will report that way too.

03

Ask which channels they would use, and why those

The fastest competence test. See "The constraint" above.

04

Interrogate the affiliate approach

How commissions reward quality over volume, how non-converting partners are caught, and who holds the partner relationships.

05

Meet the team who will do the work

Senior people win pitches. Meet who runs the account daily and ask each about a past decision.

06

Demand methodology with every result

A number needs a baseline, timeframe and attribution method. Confidentiality can hide client names, never methodology.

07

Resolve the competitor question in writing

Agree exclusivity against named competitors in a defined market, not a blanket ban. Put it in the contract.

08

Run a paid pilot

Six to eight weeks, scoped, with a real decision at the end. Free pilots select for idle agencies.

Red flags

Five things that should end the conversation.

01

Guaranteed rankings or volumes

Nobody controls search results or platform approvals. Ask what happens if the guarantee is missed.

02

Results presented without methodology

Ask for the baseline, timeframe and denominator (see step 6).

03

Vagueness about accreditation or entity

In a licensed market, disqualifying (see "The first filter").

04

Decks built on activity metrics

Ask for a redacted live report. What leads is what they optimize.

05

No willingness to say no

Ask what they would change about your current approach.

Measurement

Four numbers, every month.

Measurement decides whether you find problems in month three or month twelve. Set the reporting yourself.

Cost per FTD
By channel, never blended
Blended conceals subsidy
Held against benchmark
Payback period
How long the cash is out
Determines financeable growth
Cannot be inflated by retention
Value by source
Fixed measurement window
Equal CPA, different businesses
Tier migration is the variable
Retention by cohort
Cohort, not aggregate
Aggregates hide decline
Roughly two quarters of lag
No one has precise multi-touch attribution here. Restricted platforms limit tracking, players switch devices, and affiliate and organic overlap. Expect honesty about limits and a constant method.

Common questions

Choosing an agency, answered.

Do we need an iGaming specialist, or will a good generalist do?

For one well-run channel, or if your team holds the category expertise. Elsewhere the learning curve costs spend and sometimes regulatory exposure.

Is it cheaper to build an in-house iGaming marketing team?

At scale, usually yes. Below it, usually no. See "The structure" above for the full cost.

Does our marketing agency need PAGCOR accreditation?

If you hold a PAGCOR license, yes. See "The first filter" above.

What should an agency report on every month?

The four numbers under "Measurement", all against net gaming revenue.

How long before an agency should show results?

Expect diagnosis in the first four to six weeks and results building from the second quarter. A dramatic month one deserves questions.

How do we handle an agency that also works with our competitors?

In the contract. Agree a named competitor set in a defined market, not a blanket ban, and ask who else they serve before signing.
